Presidents Félix Tshisekedi and Paul Kagame endorsed the deal after months of negotiations backed by regional and international partners. Leaders from Angola, Kenya, Burundi, Togo and the Vice President of Uganda attended, signaling broad African support for the initiative.

Trump called the signing “a great day for Africa,” while diplomats cautioned that the real test will come with implementation, including disarmament of armed groups and strengthened monitoring mechanisms.

Even so, Thursday’s signing marks one of the most significant steps toward stability in the Great Lakes region in more than a decade.
