Angola’s diplomatic push: How João Lourenço positioned the country as a key African power

Since assuming office, Lourenço has pushed for a proactive diplomatic approach, prioritizing regional stability, economic ties, and multilateral engagement. His leadership has not only enhanced Angola’s role within the African Union (AU) but also positioned the country as a mediator in some of Africa’s most pressing conflicts.

Repositioning Angola on the Global Stage

When João Lourenço took office in 2017, Angola faced diplomatic stagnation, with limited engagement in key international forums.

Determined to redefine Angola’s foreign policy, Lourenço moved quickly to restore ties with multilateral organizations, including the African Union (AU), the United Nations (UN), and the Southern African Development Community (SADC).

His administration’s diplomatic realignment focused on diversifying international partnerships. While Angola has historically maintained strong relations with China and Russia, Lourenço sought closer economic and political ties with the United States, the European Union, the Gulf nations, and emerging economies such as India and Brazil.

This shift aimed to reduce Angola’s economic dependence on any single global power and attract foreign investment in key industries such as agriculture, technology, and infrastructure.

Angola has also taken a more active role in global discussions on security, sustainable development, and energy transition.

Lourenço has been a vocal advocate at climate summits, trade forums, and security dialogues, calling for stronger African representation in global decision-making. His government has also expanded Angola’s role in peacekeeping operations and regional security initiatives, particularly in maritime security in the Gulf of Guinea, a region critical for African and international trade.

Conflict Mediation and Regional Stability

One of Lourenço’s most defining diplomatic strategies has been his role in conflict resolution across Africa. Under his leadership, Angola has emerged as a regional mediator, working to stabilize fragile states and prevent the escalation of conflicts.

Angola played a pivotal role in the Democratic Republic of Congo (DRC) peace process, mediating tensions between the DRC and Rwanda while facilitating talks between the Congolese government and opposition factions. High-level negotiations in Luanda led to a ceasefire agreement, easing border tensions and strengthening Angola’s credibility as a peace broker.

Beyond the DRC, Angola has also engaged in diplomatic efforts to stabilize Chad and the Central African Republic, working with the African Union and regional blocs to support peaceful political transitions. These actions have reinforced Angola’s status as a leader in African-led conflict resolution, a core principle of Lourenço’s foreign policy.

Strengthening Regional Integration

Lourenço has made regional economic integration a cornerstone of Angola’s diplomacy, advocating for stronger economic and trade ties within Africa. His administration has been a strong supporter of the African Continental Free Trade Area (AfCFTA), an agreement designed to boost intra-African trade and accelerate industrialization across the continent.

In Southern Africa, Angola has deepened its engagement with SADC, focusing on security cooperation and infrastructure development. Projects like the Lobito Corridor, which connects Angola with Zambia and the DRC, have positioned the country as a regional transport hub, facilitating trade and investment flows.

Angola has also sought to expand economic collaboration with Portuguese-speaking nations through the Community of Portuguese-Speaking Countries (CPLP). By promoting trade, education, and investment partnerships, Lourenço has strengthened Angola’s influence within the Lusophone world while broadening its diplomatic reach beyond the African continent.

Economic Diplomacy and Foreign Investment

Lourenço has also prioritized economic diplomacy, leveraging Angola’s political stability and strategic location to attract foreign investment and business partnerships. His administration has enacted reforms to improve Angola’s business climate, including streamlining business registration, easing capital repatriation rules, and intensifying anti-corruption efforts.

Angola has actively worked to strengthen commercial ties with African nations, reducing dependence on imports from outside the continent. The country’s participation in global investment forums and trade expos has been part of a broader effort to diversify its economy, shifting focus from oil dependency to agriculture, mining, and renewable energy.

At the international level, Angola has also expanded its role within BRICS, engaging with Brazil, Russia, India, China, and South Africa to attract investments and forge new economic partnerships. Lourenço has called for greater African representation in BRICS decision-making, aligning Angola with the bloc’s goal of reshaping global financial and trade dynamics.

Path to the African Union Chairmanship

João Lourenço’s diplomatic trajectory has now positioned him as a strong leader within the African Union, culminating in his election as AU chairperson. His track record in conflict mediation, economic integration, and regional stability has earned him broad support from African leaders.

As AU chair, Lourenço will face major challenges, including conflict resolution, economic recovery, food security, and Africa’s evolving role in global geopolitics. However, his diplomatic experience and leadership credentials place him in a unique position to drive Africa’s collective agenda on the international stage.

His tenure at the AU is expected to further cement Angola’s status as a rising diplomatic power, expanding its influence in shaping Africa’s political, economic, and security landscape.
